EU Meeting: Second phase of Brexit negotiations to go ahead

EU leaders in Brussels have approved the start of the second round of Brexit negotiations. The 27 leaders agree sufficient progress has been made on the withdrawal terms and that talks about the UK's departure and trading relationship can now begin. But many warn that the next phase will be even harder. Simon McGregor-Wood reports.
