The move to cut aid to UNRWA has put at risk the survival of 60,000 Palestinians living below the poverty line, and is likely to cause major social disruption within the refugee settlements of Lebanon.
The operation also left two members of the Hamas security forces dead.
The conference aims to boost support to the UN agency, which is facing a financial deficit affecting the agency's provision of basic services to millions of Palestinian refugees in Syria, Lebanon, Jordan, the West Bank and Gaza.
US President Trump threatened to cut aid to Palestinians, including UNRWA, in response to fury over Jerusalem. The US is the largest donor to UNRWA and ending its aid could have a particularly damaging effect in Gaza.
