Tehran's decision to move the facility comes as diplomatic efforts to restore Iran’s tattered nuclear deal appear stalled.
Though Vienna talks resume amid complications raised by Iran FM's accusation that Russia tried to scupper the pact, Moscow representative Ulyanov says all parties are led "by unity of purpose which is full restoration of nuclear deal."
While 60 percent enrichment is higher than any level Iran previously enriched uranium, it is still lower than weapons-grade levels of 90 percent. The 2015 nuclear deal limited Iran’s enrichment to 3.67 percent.
The episode came a day after the country said it had started up advanced uranium enrichment centrifuges at the site, in a breach of its commitments under a 2015 nuclear deal.
