Mouhcine Fikri was crushed by a garbage truck a year ago as he tried to retrieve his fish confiscated by the police. His death triggered in Rif region a movement for accountability and social justice. Morocco's response? Crackdowns and arrests.
These latest arrests came after two weeks of protests in the region to demand the release of Al-Hirak leaders who were detained a few weeks ago by authorities.
Protests in the Rif region have increased since the killing of a fishmonger last October.
The incident is being compared to the death of a Tunisian vendor in 2010, which sparked a revolution in the country that ultimately led to the Arab Spring uprisings across the rest of the region the next year.
