Millions of people have been without power for days as fire crews raced to contain two major wind-whipped blazes that have destroyed dozens of homes in California.
More than 180,000 people have been ordered to evacuate their homes in Sonoma County north of San Francisco because of the wind-fueled "Kincade Fire."
The ruling by US District Judge Morrison England Jr. comes as the president faces multiple Democratic-led efforts to force him to reveal his returns.
