The police began what they called a "dispersal operation, using minimum force" following the commemoration of a violent attack by masked assailants on supporters of the anti-government movement.
The biggest rally is expected to take place on Sunday on the main island.
A rally was called for Sunday afternoon at Chater Garden, an urban park in the financial district, a day after clashes led to 11 arrests and left at least two dozen injured in Yeun Long.
The protest comes after the Hong Kong government refused to meet demonstrators' demands, including the complete withdrawal of the extradition legislation and resignation of Chief Executive Carrie Lam.
