Authorities said they are investigating the cause of the explosion and that a rescue operation is underway in a bid to find 12 missing people.
Thursday's blast at the Tianjiayi Chemical plant in the city of Yancheng is one of China's worst industrial accidents in years.
Police said emergency services were responding to the incident, but there was no risk of additional explosions.
